- Provide technical leadership in the development and implementation of overall monitoring and evaluation framework for activity implementation in selected intervention areas.
- Support activity monitoring, evaluation, learning, and reporting, including the management of appropriate systems to track progress against targets, document lessons learned, and produce timely, accurate, and complete reports in compliance with USAID requirements.
- Develop monitoring, evaluation, and reporting systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance.
- Develop a surveillance agenda for the activity and ensure methodological rigor of surveillance undertaken.
- Support the development and implementation of an activity wide learning agenda in line with USAID’s Collaborating, Learning and Adapting framework and approaches.
- Oversee the development and submission of timely, accurate, and complete reporting and the use of innovative technology for documentation.
- Regularly review and update the activity’s MEL plan.
- Work closely with government counterparts and local CSOs to strengthen capacity in data collection, reporting and use of data for decision making.
- Liaise with USAID, government partners, policy makers, and other key stakeholders to coordinate dissemination and application of results.
- Establish close coordination with senior management of the activity to harmonize and streamline collection and use of data for program activities, surveillance, and learning.
- MBA or Master’s degree in Statistics, Health Economics, Public Health, Social Sciences or other relevant discipline.
- At least 7 years of senior level experience in the design and management of public health M&E activities.
- Demonstrated ability to plan and implement all technical, fiscal and administrative components of complex MEL programs, preferably malaria programs, of a similar scope and scale to this activity.
- Demonstrated ability to plan, track/monitor, and disseminate results for surveillance activities, preferably in malaria, for decision making and outbreak response.
- Ability to effectively manage M&E databases.
- Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Excel.
- Demonstrated ability to organize and effectively communicate results and impact to a variety of audiences, including USAID, government partners, policy makers, and other key stakeholders
- Regularly review and update the activity’s MEL plan.
- Work closely with government counterparts and local CSOs to strengthen capacity in data collection, reporting and use of data for decision making.
- Establish close coordination with senior management of activity to harmonize and streamline collection and use of data for program activities and learning.
- Excellent report writing, analytical, and communication skills, including oral presentation skills.
- Background in field data collection in health programming with experience in qualitative/quantitative methods and analysis is strongly preferred.
- Oral and written communication skills in English strongly preferred.
- Familiarity with USAID and PMI indicators and reporting requirements.
