Duties

 

Report, analyze, and advise:  55% of time: Advise political/economic officers on, and provide legal analysis of, pending legislation, political events and legal issues.

Analyze the political situation in the country and inform political/economic officers, along with the Ambassador and Deputy Chief of Mission, as necessary.

Monitor local media, follow current developments, and seek information from Embassy contacts in government, parliament, political parties, non-governmental organizations, and the private sector.  Report regularly to political/economic officers on significant developments in political issues and current affairs.

Research issues of interest for the political/economic section, with particular focus on data needed for mandatory reports.  Compile data, write assigned sections and assist with preparation of annual reports.  Respond to any additional questions from Washington regarding mandatory reports.

Analyze events and trends regarding democracy and governance, trafficking in persons, human rights, and labor issues.  Develop a wide contact base, including withing the host government and NGO community related to these issues and provide updates for annual reports and periodic cables.

Monitor research and maintain files on narcotics issues and events, political-military issues and events, and refugee issues and events.  Analyze events and trends regarding on the issues identified above and update periodic reports as needed.

Monitor research and maintain files on international organizations issues and events.  Analyze events and trends regarding international organizations issues.  Update periodic reports on international organizations issues.

Research, prepare, and maintain biographic data of government officials.

Update political sections of country reports and guides.

Facilitate access and communication:  30% of time: Arrange for meetings with relevant officials and attend as requested.  Note take at demarches as requested.

Develop and maintain contacts with government officials, parliament, and political parties to facilitate meetings and ensure that political/economic officers and the Front Office have current information and access to key officials.

Prepare diplomatic notes.

Arrange for permits from the Ministry of Home Affairs for regional refugee coordinator and other United States Government officials to visit refugee camps.

Interpret government proceedings for political/economic officers.  Interpret for official visitors, including congressional delegations.  Translate political documents for political/economic officers.

Support visiting United States government officials by identifying appropriate local contacts, organizing meeting schedules, facilitating logistics and accompanying visiting officials, as requested.

Maintain list of political contacts for official functions.  Greet official visitors and guests at Embassy events for the political/economic section.

Represent and report:  15% of time: Attend and represent the Embassy at judicial review functions and report on them, including relevance of function to current affairs and trends.

Attend conferences, party congresses, sessions of Parliament and other political events, analyze current state of affairs in light of events at such conferences, congresses and sessions and report thereon.

Serve as back-up for other local hire members of the Pol/Econ section.

Qualifications and Evaluations

Requirements:
EXPERIENCE: Minimum four years of professional work experience, in the fields of law, politics, and/or international affairs required.

 

Education Requirements:
A University degree in Law, Political Science, Sociology, History or Economics is required.
Evaluations:
Language: Level IV Fluent (reading, speaking, and writing) in English is required and Level IV Fluent (reading, speaking, and writing) in Kiswahili is required. This may be tested.

Benefits:  The U.S. Mission in Tanzania offers compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

Other Information:
HIRING PREFERENCE SELECTION PROCESS:  Applicants in the following hiring preference categories are extended a hiring preference in the order listed below.  Therefore, it is essential that these applicants accurately describe their status on the application. Failure to do so may result in a determination that the applicant is not eligible for a hiring preference.

HIRING PREFERENCE ORDER:

    1. AEFM / USEFM who is a preference-eligible U.S. Veteran*

    1. FS on LWOP and CS with reemployment rights **

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.

COVID-19 Requirements for Eligible Family Members
As required by Executive Order 14043, Eligible Family Members who will be employed on a Family Member Appointment (FMA) or a Temporary Appointment (TEMP) are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected for the position, the agency will provide you additional information regarding what information or documentation will be needed and how you can request a medical or religious accommodation.

Eligible Family Members who will be employed on a Personal Services Agreement and compensated under the USG pay plan will be required to attest to their vaccination status using the Vaccine Attestation Form. If you are not fully vaccinated or decline to provide this information, you will be required to demonstrate proof of a negative COVID-19 test completed within 72 hours of entry to a Mission facility and comply with enhanced COVID-19 mitigation protocols. If selected for the position, the agency will provide you additional information regarding these requirements.

Candidates who will be employed on either a Personal Services Agreement or a direct hire appointment and compensated under the Mission’s Local Compensation Plan will be required to follow all Mission COVID-19 policies applicable to Locally Employed Staff.
